how to ncss for babe with active toddler sibling?

Okay mamas that have done ncss...i just got the book, can identify with her ideas and am putting them into practice. The tricky thing is what to do with energetic 2.5 yo dd while i'm trying to help 10mo ds biological clock kick into naps and nighttime. He is responding very well when daddy is around to entertain sister, but the sleep signals go out the window when sister is in the room (and she does well keeping her voice fairly low, reading a bk or playing with her dollies). He just needs to be alone with me in a dark rm for it to kick in.
I sooooo want this to work because I am exhausted, and I think it could, but I'm not sure how to work it when I have both kids for naps/bedtime.
Btw, I don't think it's realistic for me to put dd down first, just too early for her, and ds can't stay up later or he really loses it.

Do you think this is a short term situation (baby getting used to the new schedule, but will then be easier to put down)?
If so, you *could* just put DD in front of a video for 30 minutes while you put DS down :innocent
